Community-scale energy technology is ready. The projects stall on the structures around it: capital that is not built for community ownership, procurement and utility relationships that assume a conventional developer, and benefit models that move value out of the community. The panel follows a project from the first steps. Who needs to be at the table early, the groundwork before any capital moves, how the financing gets structured, and what delivery looks like when the community owns the result. Aura Silva of the Raven Indigenous Outcomes Fund brings the capital and outcomes-financing side of funding community and Indigenous-led energy projects so that ownership and benefit stay local. More speakers are still to be named. Expect people from energy, community development, Indigenous economic development and the financing side of the transition. A Community Action Bus runs from downtown Victoria for both afternoon panels, boarding at 12:00 and returning by 4:30.
Anu's Take
Ownership is the whole argument here. A community can host the generation and still watch the value leave, and which way that goes is usually settled in the financing structure long before anything gets built. One speaker named so far and she is on the capital side rather than the developer side, which is the right end to start from.
